HI,
I am a new contributor to Wikipedia and I want to localize the
Wikipedia project to Kashmiri Language.
There is already someone who has started localizing (
https://ks.wikipedia.org/wiki/) but he/she isn't active for a long
time.
Please tell me how can I find the admin and incase he/she didn't
respond, to whom I should contact to get the rights to manage and
localize the project.
