Ahead of the next important copyright vote on 12 September everyone is
waiting to see what new compromises and amendments will be on the slate.

COPYRIGHT VOTE ON 12 SEPTEMBER
Procedure: It is only the second time rule 63(c)3 has been invoked [1], so
no one seems absolutely certain how things will go down. What we know is
that the baseline text will be the initial legislative proposal by the
Commission. [2] Then there will be a block vote to update it to the JURI
version [3], except for contested articles. On contested articles there
will be split votes, meaning that they will be voted on individually with
several competing amendments to choose from. We are expecting split votes
on articles 11, 13 if there is no compromise, as well as on some exceptions.
Compromises: The rapporteur Mr. Voss was meeting with the shadow
rapporteurs this week. On Article 13 (filtering and remuneration on UGC
platforms) a compromise doesn’t seem impossible, but all of digital
Brussels is still waiting to see a suggestion by the rapporteur, which is
expected late on Friday. On Article 11 (ancillary copyright for press
publishers) a compromise is not too likely. At the same the two political
groups that were almost perfectly split during the last vote, ALDE and S&D,
are trying to hammer out internal compromises to appear more united. If
there is no acceptable proposal by Mr. Voss on Article 13, an potential
alternative compromise supported by most of S&D and/or ALDE would be the
odds-on favourite.
Other Amendments: Freedom of Panorama and a User Generated Content
Exception will be again voted on. This is the last chance to include these
in the reform. Amendments to improve to the text and data mining exception
are also expected.
Postponement: There are consistent rumours that the Commission is
suggesting to postpone the vote by another month to beginning of October.
We won’t know for sure until the middle of next week, but we believe it is
way more likely the vote will happen as planned on 12 September, so we are
preparing for it.
EVENTS & ACTIONS WE ARE WORKING ON
Parliamentary Breakfast with Jimmy Wales: On Thursday, 6 September, Jimmy
Wales will speak at a parliamentary breakfast inside the European
Parliament. The target audience for such events are MEPs and staff. The
breakfast will be hosted by four MEPs from different political groups and
Member States to avoid political colouring. The topic will be the EU
copyright reform and its potential effect on free knowledge projects like
Wikipedia.
Event & edit-a-thon in Strasbourg: We have booked a room inside the
European Parliament’s Strasbourg building on 11 September in the afternoon.
This is less than twelve hours ahead of the scheduled vote. Our main idea
is to use it as a last opportunity to demonstrate to undecided MEPs the
concrete consequences the different amendments would have on our projects.
Like this we hope they will be voting on concrete examples instead of on
abstract ideas. Example: "Should this image be included in this Wikipedia
article?" During the day we would like to organise an EP-related
edit-a-thon where MEPs and staff can participate and learn about the
editing process. For both we need volunteers on location and we can help

Postcards to MEPs: Wikimedia Italia will send handwritten postcards to
Italian MEPs with blacked out monuments from their region. This will be
coupled with a call to support Freedom of Panorama. If you would like to do

WMF landing page and contact tool: Among other things, the WMF is working
on a landing page to provide information about the reform and our vision,
as well as on a contact tool. They are also investing a lot of effort in
getting the communications side of things, including social and traditional
media, right. More information about this was shared on-list earlier this
week: [4]
Media outreach: Several EU chapters are preparing to send out press
releases or trying to get opinions places in newspapers in their country.
If you would like to try working with media but need help, please get in

MISCELLANEOUS
PSI Directive: There is life beyond copyright and it looks like the Public
Sector Information Directive, a piece of legislation that aims at opening
up public data and documents for re-use. [5] The rapporteur in the opinion
giving Internal Market committee, Julia Reda, has published her opinion [6]
as well as all amendment proposals by fellow committee members. [7] Next,
the rapporteur in the lead Industry, Research and Trade committee, Neoklis
Sylikiotis, is expected to do the same. We are, together with the OKFN and
Communia, providing expertise and amendment ideas. Deadline for amendments
is 11 October, the committee vote is scheduled for early December.
.eu domain names: The piece of legislation regarding the dotEU domain names
will be updated. Interesting aspects to look out for include the rules on
revoking domains and new rules about accessing whois data. [8]
Disinformation: There is a "Multistakeholder Forum on Disinformation" in
Brussels that is currently working on drafting a Code of Practices for
social media and advertisers with the goal to curtail disinformation,
especially with regard to the next European Parliament elections.[9] It is
expected to deliver an agreement with concrete measures on 26 September.
The Commission may or may not follow up with a proper legislative proposal.
Officially that depends on whether they are satisfied by the final version
of the code.

Hi all,
In preparation for the upcoming Wikimedia Conference 2019 – which will take
place from March 29 to March 31 in Berlin, Germany[1] – we again launch a
call for a “Visiting Wikimedian”. This initiative aims to transfer
practical knowledge from the German chapter to other Wikimedia movement
affiliates and provides us with an outside view.
The scope of a “Visiting Wikimedian” is mainly to support the organization
of the Wikimedia Conference in terms of logistics and program. The “Visiting
Wikimedian” will be involved in all essential steps of the planning and
organizing process and will be able to contribute in multiple ways. We are
open to designing the tasks together, according to the Visiting Wikimedian’s
skills and experiences and her or his affiliate’s needs. We are especially
looking for a person who can apply the knowledge to an upcoming event, for
example if the affiliate is hosting a regional or international conference.
You can find more information about the initiative and all application
details on Meta.[2] We had three Visiting Wikimedians over the last years,
check also their blost posts on the linked on the Meta page.

El 12 DE SEPTIEMBRE EL PARLAMENTO EUROPEO VOLVERÁ A VOTAR sobre la
reforma de los derechos de autoría. Esta vez, vamos a coordinar una
campaña global con más tiempo. Aquí algunas actualizaciones para que
tengáis la información y por si os queréis sumar:
- La Fundación pondrá en marcha una landing page multi-lingüe para hacer
campaña desde nuestros propios canales de comunicación. Será una página
informativa e incluirá llamadas a la acción como las que ya utilizamos
en la campaña anterior a través de otros portales.
- Se propone organizar un evento presencial el 11 de Septiembre, el día
anterior a la votación.
- Miembros del equipo legal están preparando mensajes para informar a
las comunidades wikipedistas a través del café o similares. Posiblemente
mañana se envíen los primeros mensajes en inglés. Podremos traducir a
nuestras lenguas o adaptarlo y decidir si lo compartimos en nuestro café
a título de afiliados o a título personal y cómo lo hacemos.
- Se quiere coordinar una campaña global con un hashtag compartido para
todas las comunidades afectadas por la reforma y aquellas que quieran
sumarse.
PROPONGO QUE QUIENES TENGAN INTERÉS EN PARTICIPAR EN LA
CAMPAÑA/DISCUSIÓN DE FORMA ACTIVA ME DEJEN SU CORREO Y FORMEMOS UN HILO

de junio de 11 hs a 18 hs estaremos realizando junto a Wikimedia Chile la
segunda editatón del proyecto *Wikiderechoshumanos. *Como comentamos en su
momento, la primera actividad se realizó junto a Wikimedia México en la

Hola a todas/os,
Quería contarles que del 15 de mayo al 5 de junio haremos la versión
Iberoamericana de 1lib1ref, en este caso se 1biblio1refencia y usaremos de
hashtag #1bib1ref.
Para tal fin hemos creado junto con Wikimedia México, Wikimedia Chile y
Wikimedia Uruguay una página dentro de Wikipedia en español para que se
sumen capítulos y grupos de usuarios/as de la región[1], una categoría en
Commons [2] y armamos una carpeta con materiales que pueden servir de
difusión [3] . Todo este material servirá para que personas, instituciones,
capítulos y grupos puedan gestionar la campaña siempre con el apoyo de los
países de la región.
Invitamos a todas/os las/os a sumarse de manera online y a hacer
actividades online. Cuentan con todo nuestro apoyo logística en todo lo que
necesiten para poder seguir generando contenido de calidad en Wikipedia en
español.

Hace algunos meses había la campaña Inspire [https://meta.wikimedia.org/wiki/Grants:IdeaLab/Inspire <https://meta.wikimedia.org/wiki/Grants:IdeaLab/Inspire>] para atraer a “New Readers” y en conversación con varios editores nativohablantes en la región y otras personas que apoyan la necesidad de la inclusión de pueblos originarios en el movimiento Wikimedia, se creó una idea de crear un video de animación utilizando elementos de diferentes pueblos originarios de la región para mostrar las posibilidades de tener y leer Wikipedia en sus lenguas nativas:

Sin embargo, no se la presentó como una propuesta oficial, sino como una idea para generar discusión. Pero creo que valdría la pena presentar como un Rapid Grant para poder realizar el video. Justamente esta semana conocí a un animador chileno-boliviano que vive en Cochabamba quien podría ser una buena persona para hacer la animación (https://www.youtube.com/watch?v=-CGuGli6SZQ <https://www.youtube.com/watch?v=-CGuGli6SZQ>) y tiene experiencia trabajando con elementos y la participación de pueblos originarios.
Entonces mi pregunta es: crees que valdría la pena presentar como una propuesta para Rapid Grant? La fecha para enviar propuestas es mañana. Y también, hay personas de la red Iberocoop interesadas en formar parte de la propuesta para ayudar a asesorar en el guión en relación con el movimiento? Por supuesto incluiremos a Wikimedistas de comunidades indígenas para aportar sus ideas y conocimiento necesario para llegar a sus comunidades. Pienso que con los fondos se puede crear dos videos de 1 minuto cada uno + apoyo para doblar el video en 4-5 lenguas:
Un video para promover la participación de pueblos indígenas en el movimiento (en diferentes maneras + Wikipedia en español a cerca su cultura)
Otro video para promover las posibilidades de tener Wikipedia en sus lenguas nativas y promocionar los 4 proyectos oficiales (quechua, aymara, náhuatl y guaraní + algunos proyectos incubadores que tienen potencial o actividad)
Perdón por tener tan poco tiempo para responder, pero la fecha límite es mañana!
