should deliberately ignore mentions in namespace 0.
As for other namespaces, it should be added to their notification queue,
but it would be nice to flag it as "non-actionable" in the queue when
that is known (e.g. page is deleted)
This is analogous to what happens if you have email watchlist
notifications on. You get a notification when the page is edited. If
it's later deleted (or even if just that revision is deleted), so be it.
Echo shouldn't give you less information simply because it controls the
queue. If it did, it would also cause inconsistencies because sometimes
an Echo email or push notification would already have noted the deleted
mention/etc.
