I can't think of any project where it wouldn't be worth knowing about a
rights change. Even if it's something as simple as confirmed or
filemover, it's worth knowing.
It's useful information, particularly if accompanied with a description
of the new right (which I believe is the plan). And it won't
realistically result in excess notices, since these don't get toggled on
and off all the time.
