I'm the best person to contact :) I'm rarely on wiki due to my current study load and various other work, however as I'm on the mailing list you can easily contact me here or via direct email.
We're actually working on getting Moodle up and running already; possibly even multiple Moodle installations. Let me know if you have any specific requests regarding the Moodle installation, or if you would like elevated rights to try out particular areas.
Once installed we'd put a prominent link on the main page.
Regarding account eligibility, it would be something along the lines of "if you want an account we'd love you to have one" -- the Sandbox Server is very much an open project and we encourage input and analysis from all members of the community.

By the way, we have a new mailing list for the Sandbox Server; it's not official WMF, I set it up on the server itself. Head to http://lists.sandboxserver.org/ to subscribe.

Cool - I'm not sure what we'll use a list for, but it's no harm to have one set up. However, there are no subscribe options on the page.

Sorry, should have mentioned - you have to click through to http://lists.sandboxserver.org/listinfo.cgi/sandboxserver-l-sandboxserver.or... .
Toolserver uses their list for distributing announcements and centralising discussion regarding the server, but I suspect ours will just be a low-traffic announce list.
