Well, no surprises that i find a problem out the very outset, the opening paragraph of the ibtroduction that is imo a drastically limited definition of open education, essentially seeing it as content ("materials") ptoduction. To fail in picking this up in an introduction, tells me that anything broader that might be found in the guidelines, such as open access to assessment processes, is most likely window dressing. These guidelines are written by ppl with a technocentric, and content centric view of learning and ultimately education.
