This wouldn't be a Wikimedia project, it would be a Wikimedia Canada project. The WMF has made it clear that they want chapters to be completely independent organizations, not just branches of the American organization. -Jeff

I don't think that that's an important consideration. SUL is a great convenience, and if it can eventually be applied to a Canadian site that would be super. Nevertheless, it should not be a deal breaker.
