I agree. Keeping it simple should apply whenever possible. It's human nature to seek to be in the cheaper tier, but I would never want the headache of deciding on false claims.
Wikimedia Australia allows half price membership for concession card holders, who have all the 'rights' as members who pay the full amount. We don't police this, assuming an honour system will suffice. I think this has worked quite well. Our rules are written so that the committee can change the membership dues by a vote.
