I was hoping 1 and 2 would be resolved by now, but the future with the chapers committee seems unclear to me. Otherwise it is ready to go. Membership processing has not been looked at as we do not have a bank account yet. However, a strategy will need to be planned that I presume will be discussed at a future board meeting.
Since Ray is *on* the Chapters Committee, have you asked him? Or, of course, you might ask someone else on the committee if he feels he should recuse himself from such a question.
If I had a problem with using the wikimedia.ca site Alan would still not have access to it. He would have had to deal with my stubbornness as well as my laziness.
I just double checked at http://www.ic.gc.ca/app/opic-cipo/trdmrks/srch/tmSrch.do?lang=eng, the trademarks search page and wikimedia does not appear there, and since I already own the domain name there is no legal impediment to using it.
Whether such usages would offend anyone is less certain. I think it's important to consider the purpose of the site. For the foreseeable future its primary purpose will be administrative; this does not conflict with anything the WMF. As long as we proceed in good faith I can't see that there will be a problem. Should we later want to host some kind of public Wiki project that would be best put on some other domain.
I am only a little less certain about the logo. However, if there are any serious objections about that it should be easy for Alan to remove it from the site after those objections have been raised and argued about.
