As Airtel is providing free facebook to their customer, I think if they want, its not hard for them to also provide free wikipedia to their customers. Regarding opera mini. There is some problem with opera mini. In opera mini, when a user browses the web using Opera Mini, the request is sent via the General Packet Radio Service (GPRS) to one of the Opera Software company's proxy servers, which retrieves the web page, processes and compresses it, and sends it back to the client (user's mobile phone).(1) So its hard for the operator to track. But somehow, Airtel has fixed it. In Airtel, its possible to browse http://0.facebook.com by opera mini for free. So I think, its not a big deal for them to provide free Wikipedia by opera mini.
