Tamil Virtual Academy is a TN govt driven organization, which is working for Increasing Digital contents in Tamil Language.
It had funded few software projects at 2017 and released as only binaries. Those software includes Tamil Spellchecker, text analysis, Browser plugin for Tamil Text to speech etc.
With the binaries, no one can learn them or develop further. We have been asking them to release the source code for long times.
Yesterday, got the news that they shared the source code here – http://www.tamilvu.org/ta/content/%E0%AE%A4%E0%AE%AE%E0%AE%BF%E0%AE%B4%E0%AF...
It is a very happy news. Tons of thanks for all the TVA team and all TN Govt departments, officers behind this release.
I made a copy of all the code here https://github.com/Tamil-Virtual-Academy for better visibility.
At 2015, TVA announced that all their contents are released in CC-BY-SA license and all software with GPL v2 License.

It is a very progressive improvement in the world of free/open knowledge movement.
We have seen only the western governments make these kind of decisions and implement them. But happy to see the Tamilnadu govt is leading this in its own way.
See the announcement here too
