In my understanding (but the Dutch way of law is a complicated thing and ianal), the 'Parliamentary committee' https://www.parlement.com/id/vh8lnhrogvuz/tweede_kamercommissie are still part of the preparations). All parties in the House have one or two representatives in a committee, so they can research the proposal. It is the last step before a proposal reaches the discussion stage, (we're now at 'step 5' of this Dutch document https://www.parlement.com/id/vh8lnhrogvuy/de_weg_van_een_wetsvoorstel).

In about two weeks, this proposal will be on the agenda of the House of Representatives https://en.wikipedia.org/wiki/House_of_Representatives_(Netherlands), where those questions can be addressed, and they can propose amendments and so on.

After the House approves, it also has to be approved by our Senate https://en.wikipedia.org/wiki/Senate_(Netherlands). They only rarely disagree with the House, but it does happen..

And if they agree, that's the end. Our King signs the law, the minister of Justice announces the new law, and it is published in our 'gazette https://en.wikipedia.org/wiki/Staatscourant', nowadays a website with official announcements.

After the internet consultation on the implementation of the EU copyright laws into the Dutch laws in August last year, the laws will be discussed in a commission of the Dutch parliament tomorrow (4th June, 16-17 UTC+2 https://www.tweedekamer.nl/debat_en_vergadering/commissievergaderingen/details?id=2020A02116). Depending on the outcome, a discussion in the parliament itself may or may not follow.
