Since there have been no objections, would anyone like to cosponsor this?

Question: I would like to petition the Copyright Royalty Judges to
institute a sliding scale to redistribute top-40 windfalls from
consolidated artists\' publishers to small, developing, and emerging
artists in order to support the same number of gainfully employed
performing and writing artists prior to the introduction of mass consumer

Hi all,
FYI: In the course of WMDE's planning process for 2017 we have a dedicated
participation phase of several weeks. This way, each of the 5 focal points
of our work next year is open for input.
No. 4 is titled "Strengthen the Political and Legal Framework for Free
Knowledge" and today we kicked off a poll to prioritize within a list of 14
different policy goals. The poll is on Meta (in German only, sorry) and
open until August 5th:

Salut la liste !
The MozFest [1], Mozilla's equivalent to Wikimania, will take place in
London 28-30 October.
We have been in touch with Mozilla's public policy team and they invited us
to reach out to them and their community by looking for policy initiatives
we can cooperate on.
I have submitted a "Wikimedia public policy lightning talks" session. The
idea is to have several people from our movement present briefly what they
are working on, so Mozillians can learn about our priorities and how we
organise. This will hopefully spark off follow-up conversations and joint
initiatives.
So far we have several people from WMDE, WMUK and myself on board. But the
session is open to all Wikimedians working on public policy, so please let
me know if you wish to be part of it!
Cheers,
Dimi

So, normally when I post to this list, I get the feeling I haven't
gone into enough detail, so on request I will happily take a few
minutes to say a few words about some of the issues which affect us
all and are very important to me.
In the mean time, I would like to know what others on this list think
about this:

Hi all,
This year we have secured enough funds to invite two volunteers to come to
Brussels for a week each in order to learn about EU advocacy, meet
decision-makers from their country and carry some of the know-how back to
their community.
More information on Meta:

You can show your interest by writing to me until 31 July.
Cheers,
Dimi
Wikimedia Belgium has the honour of inviting you to the Freedom of Panorama
Launch Reception!
The Belgian Federal Parliament has recently adopted a full Freedom of
Panorama legislation. This means that the beauty of Belgium can now freely
be depicted on Wikipedia articles and can widely be shared online. The new
law comes into force on 15 July 2016.
In order to celebrate the beginning of this new outburst of creativity, we
are inviting you to an evening reception where we will show you some of the
astonishing images that we can now share, enrich several Wikipedia articles
with photographs and share with you our plans for future projects that are
now possible.
The reception will take place on 15 July 2016 at the Royal Institute for
Cultural Heritage
<https://en.wikipedia.org/wiki/Royal_Institute_for_Cultural_Heritage> in
Brussels and starts at 19:00. The doors will open at 18:30. After the a
brief presentation and uploading ceremony we will offer us a snack and a
drink and we have the opportunity to talk with each other.
The event will be accessible to all, but we would welcome a confirmation of
your presence by e-mail to info(a)wikimedia.be
https://be.wikimedia.org/wiki/Invitation_to_the_Freedom_of_Panorama_in_Belg…

Hi All,
As you know, we monitor legal developments across the world that could
affect WMF projects. In Equustek, the Supreme Court of Canada is currently
considering Google’s appeal of a Canadian court order that would require
Google to remove from all Google domains links to websites selling products
that allegedly infringe upon Equustek's intellectual property rights.[1]
We believe that upholding such a broad order (and its extraterritorial
application to all Google domains) could persuade courts in other countries
that local court orders to remove Internet content should apply globally by
default. We have the opportunity to intervene in the case pending before
the Canadian Supreme Court and would like to take that opportunity to
explain to the court how this case could threaten Wikimedia projects, free
expression, and access to knowledge. Parties like the Electronic Frontier
Foundation have been involved in the case, and are also expected to
intervene. We would like to hear your thoughts on the case and the
potential intervention.
Best,
Jan

Hi all
We are very proud of the fruitful discussions that are held on this Public
Policy list. Surely most of you will agree that we regularly see very
productive conversations and great contributions, including from outside
the Wikimedia movement. We are very happy about the level and substance of
conversation on this email list, which many consider one of the best within
Wikimedia and maybe even beyond.
However, Listservs are a complicated thing. We are all humans (right? :)
and so we wanted to send out this gentle reminder to please keep the
conversation friendly, productive, and focused on the goals that we share.
In order to continue the valuable discussions and make them open for
everyone who wants to contribute, including participants from other
organizations, we would like to encourage everybody on this list to apply a
couple of principles that we recently developed during a discussion at
Wikimania:
1. Give constructive criticism. Offer options.
2. Treat people as you would like to be treated. No personal attacks. Be
empathetic.
3. Re-read your contributions. Be patient. Think: this is how xyz makes
me feel.
4. See something, say something.
5. Rewind. Connect on human level. Apologize. Get off-list for a second.
6. And finally: let others speak. Don't send too many messages. Give
recipients room to breathe.
Even though we use email and not letters as a medium of conversation here,
please also try to stick to basic formalities and acts of courtesy when
addressing the group or individuals.
We are not trying to over-regulate this listserv. But we feel this is a
good time to talk about this in order to make sure we can continue to
successfully work together towards free knowledge. If you have comments or
questions, feel free to send them directly to me.
Thanks a lot and keep up the good work!
Jan

Hey All,
I just got this invite for applying for OpenCon Scholarship in DC this year
-- which includes a Grant application that is currently open for comment
through PEG. It would be very good for the Open Access movement to have
more people working in collaboration with us on these larger advocacy and
policy questions.
Cheers,
Alex Stinson

Subject: OpenCon 2016 Scholarships for Wikimedians (Apply by July 11)
To:
Hello!
You're receiving this message because you mentioned an interest in
Wikipedia or other Wikimedia projects in your application to attend OpenCon
2015.
We've submitted a project & events grant proposal to the Wikimedia
Foundation to support the attendance of 8 representatives of the Wikimedia
community at this year's OpenCon conference in Washington, DC. The grant is
now open for review, and we would welcome your comments on the proposal
and, if you're supportive, your endorsement as well. You can find the
proposal at https://meta.wikimedia.org/wiki/Grants:PEG/SPARC/OpenCon_2016
Support from the community will help ensure the proposal is fully funded.
Most importantly, I hope you'll consider applying to OpenCon again this
year, if you haven't already. We think it's important to build strong
bridges between the Wikimedia community and the Open Access, Open Data, and
Open Education communities—for the benefit of both. If this grant proposal
is successful, we will be able to ensure a robust Wikimedia presence at
this year's OpenCon, and we hope you'll submit an application to be
considered. *Applications close this coming Monday, July 11, so be sure to
apply soon!*
You can find this year's application at
https://secure.opencon2016.org/referral/wiki and if you mention Wikipedia
or Wikimedia in your application, it will automatically be flagged for
consideration for this block of scholarships, if supported by the Wikimedia
Foundation (even if you've already applied). Also, please share this call
for applications with any other Wikimedians who might be interested!
All the best,
Nick

Dear friends and fellow Wikimedians,
French parliamentarians are going crazy: they're about to vote a Creation Bill, which - we think - will seriously harm the Wikimedia projects and free knowledge in general.
It all began with fight for freedom of panorama in French Parliament last winter. As you may know, right-holders associations heavily mobilized against it, and got a lot of coverage. This first fight was just a tree hiding the forest. With the Creation bill, two new measures are about to privatize the public domain:
1. Very soon, it will not be legal anymore to upload pictures Castle of Chambord, Versailles, etc on Wikimedia Commons. You can find the explanation in this blog post (in French) : http://blog.wikimedia.fr/copyfraud-sur-les-domaines-nationaux-9172
2. Perhaps even more importantly, search engines will be charged with a mandatory fee, which that puts on the same level all legal and illegal images and totally violates the creative commons licenses...
These two measures will be ratified by the French National Assembly. We did everything we could at Wikimedia France to try to stop this madness.
If you have any ideas on how to help us prevent such a disaster, please don't hesitate to reach out to us,
Best regards,
