In my understanding (but the Dutch way of law is a complicated thing and ianal), the '
Parliamentary committee' are still part of the preparations). All parties in the House have one or two representatives in a committee, so they can research the proposal. It is the last step before a proposal reaches the discussion stage, (we're now at '
step 5' of this Dutch document).
In about two weeks, this proposal will be on the agenda of the
House of Representatives, where those questions can be addressed, and they can propose amendments and so on.
After the House approves, it also has to be approved by our
Senate. They only rarely disagree with the House, but it does happen..
And if they agree, that's the end. Our King signs the law, the minister of Justice announces the new law, and it is published in our
'gazette', nowadays a website with official announcements.
