*tl;dr: I'm searching for suggestions / partners in approaching public
broadcasters. They could provide free content. Let's tell them all about
it!*
As you know, the international language communities in the Wikimedia
Projects have adapted and built upon the content provided by the ZDF
<https://commons.wikimedia.org/wiki/Category:Videos_by_Terra_X> (biggest
Public Service Broadcaster in Germany). There are dubbed versions available
in English, Dutch, Welsh and Esperanto. There are subtitles available in
numerous other languages.

The international public broadcasters can benefit from the experiences
we've made here. They should now follow the leadership of various cultural
institutions like the Dutch Rijksmuseum

who make their content more visible and beneficial to artists and educators
worldwide and licence it freely. In a time of crisis, we can learn together.
So... I know of some Institutions who already tried out stuff with
Creativecommons. But I don't want to approach international broadcasters
w/o consulting with you first. Maybe there's already some cooperation on
other projects going on that I should know about or you know exactly the
people to talk to.
If not, I'll just be sending mails and calls all over the place and hope to
wake up the right people. But everything is more fun if we do it together ;)

Meta/MediaWiki.org and the following email (below) to Wikimedia-l, relating
to the ‘Wikimedia Enterprise API’ project (formerly known as ‘Okapi’). As
you can hopefully see in the linked documents (Essay, FAQ, Principles -
Much of which is also available in French, German, Italian, and Spanish)
the team have worked to ensure that the aspects of how this project relates
to our movement’s Advocacy issues are taken into consideration. I spoke
with quite a few people on this mailing list over the last few months and -
thanks to your comments - the documentation and transparency principles is
greatly strengthened.
For the interest of the members of this mailing list, I encourage you to
look at the “financial” and “legal” subheadings of the FAQ documentation,
and most importantly the “why charge?” subheading of the essay. Here:

Dear all,
Over the last few months, a small team at the Wikimedia Foundation has been
working on a project that has been discussed by many people in our movement
for many years: building ‘enterprise grade’ services for the high-volume
commercial reusers of Wikimedia content. I am pleased to say that in a
remarkably short amount of time (considering the complexity of the issues:
technical, strategic, legal, and financial) we now have something worthy of
showing to the community, and we are asking for your feedback. Allow me to
introduce you to the Wikimedia Enterprise API project – formerly codenamed
“okapi”.
While the general idea for Wikimedia Enterprise predates the current
movement strategy process, its recommendations identify an enterprise API
as one possible solution to both “Increase the sustainability of our
movement” and “Improve User Experience.”[0] That is, to simultaneously
create a new revenue stream to protect Wikimedia’s sustainability, and
improve the quality and quantity of Wikimedia content available to our many
readers who do not visit our websites directly (including more consistent
attribution). Moreover, it does so in a way that is true to our movement’s
culture: with open source software, financial transparency, non-exclusive
contracts or content, no restrictions on existing services, and free access
for Wikimedia volunteers who need it.
The team believes we are on target to achieve those goals and so we have
written a lot of documentation to get your feedback about our progress and
where it could be further improved before the actual product is ‘launched’
in the next few months. We have been helped in this process over the last
several months by approximately 100 individual volunteers (from many
corners of the wikiverse) and representatives of affiliate organisations
who have reviewed our plans and provided invaluable direction, pointing out
weaknesses and opportunities, or areas lacking clarity and documentation in
our drafts. Thank you to everyone who has shared your time and expertise to
help prepare this new initiative.

The Wikimedia Enterprise team is particularly interested in your feedback
on how we have designed the checks and balances to this project - to ensure
it is as successful as possible at achieving those two goals described
above while staying true to the movement’s values and culture. For example:
Is everything covered appropriately in the “Principles” list? Is the
technical documentation on MediaWiki.org clear? Are the explanations in the
“FAQ” about free-access for community, or project’s legal structure, or the
financial transparency (etc.) sufficiently detailed?

Hi all
So far, Wikimedia UK's experiences of trying to work with the BBC have
been...mixed. I'm sure it would be worth going back to them at some point
but it makes sense to try and align our arguments and draw on examples.
On the other hand, our programme manager in Wales has had much greater
success. At his request, the Welsh Government has changed their YouTube
account licences on over 1,500 videos, of which over 150 have now been
uploaded to Commons. The Welsh Parliament (Senedd) is now considering
making this change on their YouTube account.
Wikimedia UK also has a partnership with the Welsh language free-to-air
television channel S4C. They have been placing their press releases on the
Welsh Wikipedia on CC-BY-SA for over a year now, so that the text can be
copied and pasted to Wikipedia articles. There are additional aspects
of this partnership currently in the works (but not yet agreed) that could
lead to further openly-licensed content on Commons.
I have contacts within Creative Commons and Open Knowledge Foundation, but
I suspect many people do.

Digital Services Act
---
Commission: Strictly procedurally speaking the European Commission is
supposed to wait and see what the co-legislators are doing after it has
made its proposal. This was never going to happen. They are asking for
public, on-the-record feedback regarding the DSA [1] until 31 March and
staying very much involved. Wikimedia met (virtually) with the responsible
unit and presented our main points a couple of weeks ago. [2] There seems
to be some understanding that simply receiving a notice should not
automatically lead to actual knowledge of something infringing or illegal.
It seems like there could be an opening to re-word this bit. But for this
we need to convince a few Member States.

Council: The Council is going through the motion of unpacking the proposal,
which means that the European Commission is presenting its suggestions
while Member States are slowly positioning themselves. The responsible
working party is "Competitiveness and Growth (Internal Market)". [3] The
next meeting is on 5 March. [4] Now is the ideal moment to flag our main
points (“actual knowledge upon notice” & “enforcement of terms of services
by WMF Legal vs. community”). We made the rounds with the Permanent
Representations last week (again virtual). If you want to help, please get
in touch. Basically any outreach attempt a national government is welcome.

European Parliament: The EP’s negotiating team is ready. Christel
Schaldemose (S&D DK) will be rapporteur, shadows include Arba Kokalari (EPP
SE), Dita Charanzova (RE CZ), Alexandra Geese (G/EFA DE), Alessandra Basso
(ID IT), Adam Bielan (ECR PL) and Martin Schridewan (GUE DE). [5] Again,
this is a great moment to flag our main points. If you want to help in the
outreach, get in touch! :)

2030 Digital Targets
---
The European Commission published a roadmap for its 2030 Digital Targets. [6]
If this sounds a bit like strategy planning to you, it is! The idea is to
define targets in areas such as “education and skills”, “infrastructure and
capacity” as well as "government". These will then, possibly, be made a
priority in EU policy making and financing. We have until 9 March to give
feedback. If you have an idea what should be included, please reply on or
off-list.

Digital Markets Act
---
The European Commission dropped another chapter of the platform regulation
saga: the Digital Markets Act. The proposal consumes the two topics that
used to be treated separately: ex-ante rules for platforms and potential
new competition tools. [7]
Changes in competition laws are kind of a big deal, as they can be compared
to modifying road traffic rules: it takes a lot of effort to change
existing practices and adjust operations and companies into compliance.
Maybe that is the reason why the proposal does not include any major shift
of status quo - it's aim being rather to sanction the existing ecosystem.
There seems to be no major effort to bring more variety for users and more
equity for other business models.
Looking at the bright side, the main idea is to create additional rules for
“gatekeeper platforms'', because of their size and concentrated power on
the market. Things like building and self-preferencing are to be limited or
prohibited. Wikimedia projects are not included in the scope, because of
our small financial turnover.
Interoperability is the one thing we believe would really help open up
ecosystems and thus we would like to see it included. The proposal falls
short. We plan on supporting relevant amendments. [8]

Artificial Intelligence/Machine Learning

It looks like both Brussels and Washington are looking for ways to work
together on Artificial Intelligence. [9][10] In parallel many, many, many
countries, alliances, associations are publishing positions in this field.

Most ideas are still vague, centering around common principles, such as
protecting human rights and democracy, boosting start-ups and government,
ensuring financing for research and opting for a risk-based approach to
regulating applications.

Our partners at European Digital Rights are running a campaign - “Reclaim
your Face” [11] - to limit or ban facial recognition in public spaces,
something that uses AI/ML technology at its core. Others are working on a
label for “trustworthy” AI. [12] We are watching this space.

Data Governance Act
---
The European Parliament shadows are meeting already and we are also making
the rounds. A draft committee report along with amendment proposals are
expected by mid April, committee vote (Industry, Trade and Research) is
planned for 1 July, plenary vote for mid September. [13]
The Portuguese Presidency has meanwhile presented a first draft to Council.
[14] Nothing of relevance to us in these changes. To refresh your memory:
We want to make very sure that platforms like ours and Europeana are
considered “general interest” and thus don’t fall under a (strict)
registration regime.
