Hello everyone,
As a part of the wider work that we're all doing on advocacy, Wikimedia UK
has put together a letter to UK MEPs calling on them to support changes to
copyright. The letter covers the three areas of interest of the Free
Knowledge Advocacy Group EU:
- Freedom of panorama
- Use of orphan works
- Public domain of publicly-funded works
We've used illustrated examples in the text. We plan to send this out to
all 73 UK MEPs within the next couple of days, both by email and by post.
Do let me know if you have any thoughts.

I'm in the process of writing a couple of submissions for Wikimania 2014
(we're all looking forward to welcoming you to London by the way!).
I wondered if anyone would be interested in joining together to speak about
the Free Knowledge Advocacy Group EU? Wouldn't need to be a lengthy talk,
just perhaps 15 minutes with some Q&A, and to offer more volunteers the
opportunity to get involved.
Interested? The closing date for submissions is 31 March. I'll make a start
and circulate the link shortly.

Incentive measures
The committee backed the introduction of incentive measures that would
link the registration to:
*further facilitation of access to Parliament's premises and help in
contacting MEPs,
*easier authorisation to organise or co-host events on its premises,
*facilitated transmission of information, including through specific
mailing lists,
*participation as speakers in committee hearings,
*better chances of getting patronage by the institution for events,
The committee also encouraged the Commission to adopt similar measures.

Hi, all-
Since SOPA, we've seen a steady trickle of advocacy groups approaching us
and asking us to banner or shut down for a variety of causes/events/etc.
Not surprisingly, they usually come away frustrated.[1]
I think that a lot of the frustration stems from two sources:
- misunderstanding who we are/what we do
- confusion about how best to ask us when there is a legitimate problem.
To help address those points, I've put together a super, super-preliminary
draft that we can point people at when they ask us to do advocacy for them,
telling them better what to expect, how to help themselves, etc. It is here:

Images last week.

spring is coming and it's been a year since we launched the charme attack
on Brussels. Let's take the next steps to conquer the bureaucrats' hearts
and souls! In order to finetune our strategy, we invite everyone to a
second meeting of the Free Knowledge Advocacy Group EU in Brussels:

As last year [1], we will hold a two-day "Big Fat Brussels Meeting". The
meeting is open for each and everyone. Prior knowledge of advocacy or
internal Wikimedia policies is not required - a good diversity of views can
be very productive.
This years meeting is going to be held on a Thursday and Friday (April 24
and 25). We apologise for those of you who can't take weekdays off, but the
meeting coincides with a public event on "Cultural Heritage and Mass
Digitalisation" on Thursday, co-organised by us and UNESCO. [2]
The two panels of the World Book and Copyright Day debate include speakers
from the European Commission, Wikimedia, UNESCO, the British Library and
the Federation of European Publishers. We believe tying-in the two events
makes very good sense and will give participants an opportunity to engage
hands-on in Brussels EU affairs.
Please put your name on the participant list on Meta-Wiki or send me an
email if you intend to participate, so we can organise an adequate meeting
spaces.

Hi all,
please find attached the three study requests that were submitted to the
OHIM's IPR Infringements Observatory [1] by EDRi [2], BEUC [3] and us.
The Observatory will work out their own proposals and work plans for these
studies and come back to us shortly. The idea is that we will have the
chance to monitor and comment each step of the work.
We had initially requested a "study on the contirbution of the public
domain the european economy" as a reaction to a study focusing solely on IP
[4]. After a few months negotiations and meetings, the Observatory agreed
to include studies requested by civil society in their 2014 work plan. In
order to maximise impact, we coordinated with the two other civil society
groups in the Observatory.

Interesting example of small but real progress in educating by persuading
government agencies to discuss facts that are important to us but not
normally something they think about.

Last year we kindly asked the Swiss Intellectual Property Institute to
write an FAQ (Frequently Asked Questions) on questions concerning the
Public Domain. They were supportive of our idea.
Last week they published their answers (in German):

Unfortunately they are in German. IPI/IGE will translate the FAQ and add
some answers about international matters. Some of the answers have
implications for archives, museums or libraries in Switzerland. For
example the FAQ makes clear:
- when works are not protected by copyright in Switzerland (e.g need for
some individual creativity (geistige Schöpfung ohne Individualität),
official protocolls and reports, scientific data, after 70 years (death
of author or if author is not known 70 years after publication), many
everyday photos)
- what one can do with works in the public domian
- that the digitalization of a work usually does not create new
intellectual property rights
- circumstances, when it is allowed to break DRM protecting public
domain works.
- it does not matter, if a work is published or not. They all fall in
the public domain 70 years after the death of the author
- ...
It also contains a nice definition in about what the public domain is. I
think it is important to have such a FAQ on the webpage of the official
agency for intellectual property matters in Switzerland. It is probably
the only FAQ on their side describing what is not protected by copyright.
