Since Phabricator is down for the RT migration (scheduled to be back up midnight SF time), we're using https://etherpad.wikimedia.org/p/Minimal_Viable_TOC_2014-12-17 as temporary tracking for TOC blockers.
If you find any more blockers, please add them to there and then Phabricator when it's back up.
