I've added this to the scratchpad that I (unofficially) started at https://meta.wikimedia.org/wiki/Workflows It's not *quite* a workflow, but it is interesting and related. Similar to a few of the items under the Enwiki list.
(As for who started it, SJ started a discussion on the talkpage with (one of?) the creators. :)
