In this case, I think it is more useful and interesting to know where your article was linked from rather than who performed the linking. Personally, I would suggest:
Portland Public Library was linked from Libraries of Oregon. <See all links to this page>.
Agreed, it should either show both the linker and location of the link ("linked from"), or just "linked from".
If too many links is an issue, I don't think the user who made the link needs to be linked.
