I recommend working on the structure on the Wiki. That way, the proposed and
current structure are documented in a central well-known place, rather than in a
particular e-mail message.

Of course I understand that the Anniversary - and your first public
event! - was much more important than finishing the bylaws. I am happy
to see that you have already a schedule to get that part done as well.
The chapters meeting is only for recognised chapters but there have been
exceptions in edge-cases, and I think WMKE is such an edge-case.
Furthermore, if you publish the finalized bylaws it is likely that you
will be a recognised chapter until the end of March. I will try to get
an answer from the organisers - though I have already asked last week
without getting a response.
