We're actually working on getting Moodle up and running already; possibly
even multiple Moodle installations. Let me know if you have any specific
requests regarding the Moodle installation, or if you would like elevated
rights to try out particular areas.
Once installed we'd put a prominent link on the main page.
Regarding account eligibility, it would be something along the lines of
"if you want an account we'd love you to have one" -- the Sandbox Server
is
very much an open project and we encourage input and analysis from all
members of the community.
