While there are some types of content which should be licensed under some CC-BY-like license -- like news, dictionary content or even wiki templates and similar -- I have to say that I didn't find any of those reasons in WV beta license migration proposal.
And licensing other kind of content under non copyleft license is clearly out of the idea which is gathering us inside of Wikimedian community.
You should, also, forward this to foundation-l because this is not only an issue related to Wikiversity, but to the whole Wikimedia.

I think it is in everyone's interest that all the WMF projects are using the same licence to make remixing of the content from one project to another possible and simple. A situation where one could not use Wikipedia content inside Wikiversity would be very disturbing.
It is also very important to guarantee that also the derivative works will carry the same freedom the original works do. This has been one of the great design decisions behind the success of Wikipedia, and I do not see any reason why it would not work with Wikiversity, too.
