In terms of start offsets, as long as its embed in a wiki page ( not the main landing page for the asset ) you can tell it to play with an offset: http://www.mediawiki.org/wiki/Extension:TimedMediaHandler#Syntax_synopsis
[[File:Video.ogg|start=1:25]] Displays a video clip starting at 1 minute 25 seconds into the video
