This would be a reasonable first step. It's being done in several universities even in Italy (sometimes on WikiToLearn instead).
There are supposedly a lot of OER sitting around, which should be engaged in a conversation on whether they'd be a good fit on Wikibooks or Wikiversity, but most of the self-proclaimed "open" resources actually used unfree licenses so I've always had trouble understanding whether they're serious endeavours or marketing exercises. https://www.oercommons.org/ https://www.cccoer.org/
