So there are two things to this: The first one is how the badge is
represented on Wikidata itself. It'll be an item. It'll have labels in
different languages. It'll have an icon. The second one is how they
are displayed on the Wikipedia/Wikisource/... You can display only a
subset of the badges on Wikidata and you can use a different icon.
From the Wikidata side we need:
* item that
represents the badge with labels in a few languages
* icon that fits with the other icons we have
* some kind of consensus that we want this badge
For the consensus part we don't really have the process yet. I suggest
we create a page on Wikidata where we can collect requests and then
we'll add those badges if there is consensus. (If someone has a better
idea let me know.)
