Hello,
To clarify, an RFC process has been done as per requirements, and followed the official process. There has been a discussion, an IRC meeting, a discussion in Tech Comm, an approval from DBAs, a last call announcement, and, eventually, an approval by the Technical Committee as per procedure.
For more details, see: * The RfC: https://phabricator.wikimedia.org/T199917 * TechComm minutes discussion for the RfC https://www.mediawiki.org/wiki/Wikimedia_Technical_Committee/Minutes/2018-08... * RfC IRC meeting led by TechComm - Email announcement: https://lists.wikimedia.org/pipermail/wikitech-l/2018-August/090482.html - Log: https://tools.wmflabs.org/meetbot/wikimedia-office/2018/wikimedia-office.201... - Minutes: https://tools.wmflabs.org/meetbot/wikimedia-office/2018/wikimedia-office.201... * Tech Comm placing this RfC under "Last call" ending 5 September 2pm PST (21:00 UTC, 23:00 CET) https://www.mediawiki.org/wiki/Wikimedia_Technical_Committee/Minutes/2018-08... * Tech Comm approval of the RfC https://www.mediawiki.org/wiki/Wikimedia_Technical_Committee/Minutes/2018-09...
Thanks,
Moriel

The new “Partial Blocks” feature has fundamentally changed the way MediaWiki considers what “block” means;
Given this was not fully considered before applying the change, the safest way forward is to revert the change and open an RfC to list all the considerations you mention *before* applying it again.
