IN the absence of our Chair and in the interest of the Chapter following the recent financial saga with Wikimedia Spain financials where they lost over 2500USD Chapters funds, I would like to propose an urgent Chapters meeting to do a quick audit of our financials in an open way THE treasurer should get us our Statements of expenditures and accounts as we stand for half year in order to make plans for a new bank account and to plan for upcoming projects that need urgent member approvals.
Please Treasure make plans to avail the same.

David, What do you mean by "Chapters should not meet to discuss finances?" How do you ensure that there's accountability? Also, I think that everyone who has a company asset should declare it, and that a requisition form be made ASAP where interested users should fill it in and get approval (from the Board?). My point is that the board should meet, diacuss and report to the rest of the team. I agree we should be accountable but there is a reason why there is a board.
Discussing finances in large groups especially when prompted by a dispute could cause tension. Lets handle things right.

Oops, did we forget to mention auditors in our constitution?
I agree with Abbas - it's usually pretty standard that the general meeting (or assembly) of an organisation appoints auditors who then report on the financial actions of the organisation as a whole and the board in particular.

You are forgetting that the board has not handled any finances or assets. What this should be is a handover of what so far has been handled by Steve officially to the board.
On the audit committee, we did agree that we will form it and I think this is a good time to do so.

Hello!
I have shared the expenses sheet with the Wikimedia Kenya board and am waiting for their comments on that and questions if any to me as the treasurer so that the board can in turn present the same to the chapter. I am waiting for responses from the board and I have received none as yet. They have a deadline that I set for Friday the 20th of July 2012 after-which I will take the next course of action after assuming they have nothing they expect me to clarify about the expenditures there in.
Just so you know, I like the muscle of this thread and not the one on Wikiproject Kenya or Africa for that matter.

WE are not going to audit the expenses made by us so far,all we want is to evaluate the financial health of WMKE.if there is any audit,the Board and the Audit committee can do that.
Speaking of muscle, I am still wondering why the treasure is hesitant to make the Board approved per diem to Wikimania attendees. IS this another muscle stant?

Alex, Indeed. After all, the bylaws clearly state that "All accounts, books, securities and any other relevant documents of the company must be available for inspection free of charge by _any_ member upon request". Oscar,I am also curious about the per diem issue. I inquired from the Treasurer and was told that there were some "personal dues" and "personal issues" that need to be resolved. I don't know what that means. I must say that I am very disappointed by the fact that Wikimedia Kenya volunteers went to the United States without being given a per diem, especially bearing in mind that there was a Board Majority Approval requesting the treasurer to issue out a per diem. No offence to the Board but if you guys are incapacitated and can not execute the resolutions you make, then it makes us, as members, question your mandate and power. --Abbas.

My point is that the board should meet, diacuss and report to the rest of the team. I agree we should be accountable but there is a reason why there is a board.

Chapter should not meet to discuss finances, I do not think this is the appropriate way to handle this. The board can meet and discuss this issue and i can even join via Skype if it is proper hours for me.
Meanwhile, I have seen the statement that Steve (or was it Oscar? ) shared, there are some things that require explanation and I think a good start would be the board point any questions to Steve in this regard here.
This mailing list is public so no one should think anything is being discussed underground.

I agree with David on the issue of the board meeting first.however,there seems to be very major transparency issues in the board.From what i have gathered and the kenyan wikimedians need serious clarification on,Steve had an arrangement with the board to spend the chapter money for some of his personal reasons(thats what steve told abbass).
on this note,who is speaking the truth becoz then how can we trust the board to solve this issue objectively.I agrree with Oscar,lets all meet this Saturday n review the financials becoz from what i can see from the expenditure,there is a clear lack of responsibility from the treasuer in carrying out his role in a proper and transparent role.
Steve,Oscar,alex and abbass,there are receipts that you havent yet submitted from the expense sheet that steve submitted.i would reccommend that all the board members submit the pending recepits on sat.same to chris and anyone else whose reciepts are pending.

Hi, I think saturday meet up is a nice idea. We should sort out this issue as soon as possible. I find it unethical for the treasurer to say he can't give us the per diem which the board approved and yet he and Alex awarded themselves per diem when they were going to Germany and the board/ chapter members were not made aware of this till our last meet up when we were discussing about our travel to Wikimania, I just talked to Steve and he says that the money was not budgeted for, May I remind him to look at the discussion page for Grant application, it is Asaf who proposed an addition of 1000 for travel, so the question is, where is this Money?

Financial statements and reports can be emailed to members and they can read them at the (dis)comfort of their homes. I don't think such a meetup should be contested and in accordance with our bylaws, the Board should be audited by the CHAPTER. But from my knowledge there are usually two reports, unaudited (from the board) and audited (from the audit committee - released to public), otherwise what will you be auditing?

Abbas, My point is that the board should meet, diacuss and report to the rest of the team. I agree we should be accountable but there is a reason why there is a board. Chapter should not meet to discuss finances, I do not think this is the appropriate way to handle this. The board can meet and discuss this issue and i can even join via Skype if it is proper hours for me.
Meanwhile, I have seen the statement that Steve (or was it Oscar? ) shared, there are some things that require explanation and I think a good start would be the board point any questions to Steve in this regard here.
This mailing list is public so no one should think anything is being discussed underground.
