Oops, did we forget to mention auditors in
our constitution?
I agree with Abbas – it’s
usually pretty standard that the general meeting (or assembly) of an
organisation appoints auditors who then report on the financial actions of the organisation
as a whole and the board in particular.

The Board can not audit itself -- there
will definitely be bias and self-interest. The Board can (and should) have an
audit committee (or an interim committee) that will examine the financial
records of Wikimedia

My point is that the board should meet, diacuss and report to the rest of the
team. I agree we should be accountable but there is a reason why there is a
board.
Discussing finances in large groups especially when prompted by a dispute could
cause tension. Lets handle things right.

Also, I think that everyone who has a
company asset should declare it, and that a requisition form be made ASAP where
interested users should fill it in and get approval (from the Board?). Who has
the projectors? Who has the screens? Who has the banners? Who has the camera?

Oscar,
Chapter should not meet to discuss finances, I do not think this is the
appropriate way to handle this. The board can meet and discuss this issue and i
can even join via Skype if it is proper hours for me.
Meanwhile, I have seen the statement that Steve (or was it Oscar? ) shared,
there are some things that require explanation and I think a good start would
be the board point any questions to Steve in this regard here.
This mailing list is public so no one should think anything is being discussed
underground.
