cause it to be interpreted as one of those "rogue foreign sites" and
subject it to censorship
In fact, a foreign domain extension qualifies you as such a site. See
http://blog.reddit.com/2012/01/technical-examination-of-sopa-and.html:
"This legislation naively ignores this complexity, and simply labels a site
'foreign' or 'domestic' based solely on the domain name."
