I wrote down some observations on code in Lib that still has bad dependencies.

Tackling these seems like the logical first step in cleaning up Wikibase.git as a whole.

This is just a collection of observations, I'll create concrete items and discuss things at later points. Sharing here so people have a rough idea of where I want this to go, and to provide them with the opportunity to start tackling something themselves already.
