The pywikiparser is (due to lack of time) currently at a standstill. The source is available through SVN, but it is in some very pre-alpha stage. Take a look at it at http://svn.wikimedia.org/viewvc/pywikipedia/trunk/pywikiparser/ It does not yet support tables, and table detection is needed for proper detection of parameters... or wait, the mediawiki parser does not understand tables in templates either. Maybe you can actually use it for this :)

I am also waiting for a reaction from Ping Yeh about his implementation in C, which may or may not be useful for pywikipedia.
