Hi John, Your talks with the European Investment Bank sound really exciting! In terms of EU OA policies, the EU's Horizon 2020 Programme has a policy. Horizon 2020 is the biggest EU Research and Innovation programme with nearly €80 billion of funding available. Among many others working on OA policies in Europe, SPARC Europe may be able to provide some assistance/data for your discussions.
