Hard to tell without having seen the actual legislative proposal. The scenario the Commission seems to be focussed at is the Person from EU member state A who purchases an e-book-license in his country of residence and then goes on vacation in another EU member state. If that is the case, it does not contain DRM interoperability, just the (enforcable?) right to read that content on the same golden cage that you are used to.
