In terms of EU OA policies, the EU's Horizon 2020 Programme has a policy. Horizon 2020 is the biggest EU Research and Innovation programme with nearly €80 billion of funding available. Their OA policy applies to research articles and data (https://ec.europa.eu/research/participants/docs/h2020-funding-guide/cross-cu...).
Among many others working on OA policies in Europe, SPARC Europe may be able to provide some assistance/data for your discussions.

Hi all
I'm discussing with the European Investment Bank about releasing some of their images under an open license. They fund huge engineering and other projects around the world and have some great photos of them.
Is there any information anyone could give that might help? I don't know very much about EU Open Access policies, is there anything that covers EU bodies? I'm not sure of their exact status within the EU system.
