I would like to point you to a publication[1] by Wikimedia Deutschland that may be of interest in other contexts, although it was designed for the German-speaking context:
In the last few months, the Policy and Public Sector team at WMDE has been working on sharpening up the concept of a digital policy that is oriented towards the common good, and on using specific digital policy projects of the current federal government to define what such common good-oriented projects could look like.
To do this, we included perspectives from administrations, associations, science, politics and industry about the term common good and applied the requirements that we synthesized to three current digital policy projects of the Federal Republic. In addition, we also made sure that we got a 180° WMDE perspective on the term: Where and how does the work of wiki projects and WMDE contribute to the common good?
The result is a practice-oriented policy paper, "Eight requirements. Making digital policy serve the public interest", that formulates* 8 concrete requirements for public good-oriented digital policy*. The target audiences are political actors and people in administrations in Germany. At this year's conference re:publica in Berlin we have already published a summary, last week the long version was published. The summary of the paper is available in German[2] and French[3], the long version in German[4] and English[5].
In our view, digital policy projects that serve the long-term well-being of the community must be measured against concrete requirements: Transparency and effective participation are needed. Fundamental rights must be protected and damage to the general public prevented. Digital policy should mitigate inequality, its outcomes must be open and accessible, and it must be collaboratively managed and innovated. The paper was sent to policymakers in the Bundestag and ministries as well as selected stakeholders. In the coming months, various expert meetings will follow.
