according to my information, the ministry in charge of copyright is the Ministry of Culture and Knowledge Development, the current minister is Sheikh Nahyan bin Mubarak Al Nahyan (نهيان بن مبارك آل نهيان). It would be helpful to contact the ministry and the minister first to ask them for adding a robust freedom of panorama exception in the copyright law.
A change would probably be in article 22 or 23 of the UAE copyright law (Federal Law 7 of 2002 or 1432), so it could be wise to propose a language that would be fit for insertion into the law.
