Sorry, I should have looked myself. There is a Reuters article about the bill here:

Apparently, it has just been scrapped.

(Reuters) - The Ukrainian parliament on Tuesday scrapped a draft bill which would have made defamation a crime punishable by jail, a move the opposition and media had feared was a step towards censorship before a parliamentary election later this month.
Deputies from President Viktor Yanukovich's Party of the Regions and their allies, who hold the majority in parliament. rushed through the draft law's first reading on September 18. It would have allowed prison terms of up to five years for offenders. ---o0o---
Opposition spokesmen warn the bill may make a comeback later.

Would it be possible to see a similar summary from people who are in favour of the bill? Perspective requires seeing things from more than one point of view.
Thanks, Andreas

Hello all,
The Ukrainian Wikipedia recently ran a banner opposing a Ukrainian libel bill. It would be great to hear your perspective if your are familiar with this bill.
