Actually, it's mostly angels in the details this time :-).
We were celebrating this announcement some time ago, but I completely forgot to forward it to this list. All articles published with money from Vetenskapsrådet will from 2017 be forced to use CC BY to be able to get new funding. (Vetenskapsrådet already now encourage researchers that want funding to publish with a CC BY license).[1]
Also, all research data will be released under a free license (most likely CC0). However, this might not be binding until 2025... We, and others, have pointed out that this change should be possible to do a lot faster. We will see if they stick with that time table or not.
It's also great that they in their report write "we recommend a shift with respect to scientific publishing, from a subscription-based system to one of open access."[2] Something that really is a paradigm shift!

Please see the below. The UK's Intellectual Property Office has
commissioned a study into the value of the public domain. As Andrew
highlights in his email, Wikipedia comes out of it rather well...
I'm going to read the whole report when I have time but this will certainly
strengthen our case for PDGov.

domain works in value creation for UK businesses; 3) assist creators

Interestingly, it seems to duplicate the recent work done looking at
images on Wikipedia as an example of this:
"Using commercially equivalent licence fees obtained from Corbis and
Getty for images relating to the biographical sample, we estimate a
total value of USD $208 million (GBP £138 million) per year for the
1,983,609 English-language Wikipedia pages in appropriate categories
which contain public domain images."

Hello everyone,
Yesterday the UK's House of Lords (unelected second chamber of parliament)
Select Committee on Digital Skills published its report, called Make or
Break.
The report contains a lot of recommendations for the future of digital
skills in the UK. There's plenty in there relevant to our movement and
Wikimedia UK is going to be trying to make use of those recommendations to
promote free an open knowledge as an important factor in the development of
digital literacy skills.

My name is Samito Jalbuena, a member of media in the Far East. I would like
to assess the FOP issue (and what Europe may hope to desire) in my
coverage. I shall do so from an Asian POV, an outsider or a stranger.
However, my opinion will only relate back to the agenda. Control should be
realized sooner if Europe becomes a state by normalizing one law, thus FOP
can be normatized across the board, along with other issues. (The
nation-state is outdated, or am I wrong? Is the explosion of an infinity of
laws that have no hope to be enforced only another statement that this is
lawlessness?) As for the text or template, I will be most honored if I may
be given permission to read it. Thank you, Stevie and Karl.
And by the way, my coverage shall be in the subtext of an art review. I
have yet to ask your opinion on what kind of art should be illegal in all
of Europe. If a vacation picture with certain monuments is a crime
according to a few outdated nation-states, I need your inputs on a work of
art that will get the artist crucified on a much wider scale. (He can rise
again on the third day because of the power of collectors, or we can use
electricity.) In other words, if thousands of Asians took pictures of the
new LV art center in Paris while knowing it was a crime is negligible
because law is empty and unenforced, then I have to ask what kind of
picture will actually ignite forces to action.
One artist has recently made a portrait of yours truly but I have told him
to wait for these important edits. Hope we can collaborate.

Hello everyone,
Yesterday afternoon I attended a workshop run by our friends at Open Rights
Group. The attendees were a diverse bunch, including some copyright
experts, lawyers, a librarians' group, Mozilla and others, including a
group that I hadn't heard of called Article 39.
Much of the discussion was highly technical and slightly out of scope with
what we are doing in that area but there were some interesting takeaways.
Julia Reda's paper (https://pub.juliareda.eu/copyright_evaluation_report.pdf
- she's an MEP from the PIrate Party) received a lot of attention and there
were some concerns over the wording around the open norm. It's complicated
but the feeling was it needs to be rewritten slightly.
There was a great deal of surprise about the situation as it relates to
Freedom of Panorama, especially when I gave the example of the European
Parliament in Strasbourg.
One really interesting point - Mozilla are going to be viewing copyright
reform as an important area for them over the coming year. They are
currently analysing the current situation to work out where best to focus
their energy to get outcomes favourable to their aims. I don't think they
are yet sure what are is most important to them. Will be interesting to
keep an eye on in the coming months.
The latter points of the workshop were given over to Digital Rights
Management. At this point it became extremely technical and I didn't
understand much of it. I will keep an eye out for the notes from ORG and
circulate when they are published.
