In less you can add @import "../mf-hacks.less"; to the top of mf-enwp.less
This would remove the need for mf-hacks.css by combining them into one output file mf-enwp.css - I think the name mf-enwp is probably more suitable anyhow.
But basically, yes we can fully move it to Mobile.css and remove it from MF as far as I'm concerned with stated above side effect.
