In less you can add
@import "../mf-hacks.less";
to the top of mf-enwp.less
This would remove the need for mf-hacks.css by combining them into one
output file mf-enwp.css - I think the name mf-enwp is probably more
suitable anyhow.
But basically, yes we can fully move it to Mobile.css and remove it from MF as far as
