Hoi, My point is, without the eligibility there is no certainty that a project will eventually be accepted. I indicated earlier that Dari will need consideration. Consequently just making the request brings clarity. Thanks, Gerard

Hoi, What you CAN do is make the request. The notion of a sufficiently large editing community is not part of the decision to consider eligibility. Eligibility indicates if it is worth to put effort in an incubator project. When a "language"is not considered to be eligible it will not gain a project. Thanks, Gerard
