Ah thanks JP. Will need to try to figure out this process. Has anyone here
gone through it and able to give me a hand?

James,
What he means, if I may add, is that you can put the request in to seek
'eligibility' before the project is ready to have its own Wikipedia, it is
this mean to know if it's worth putting the effort in the Incubator or not.
Like that you will know the language is different enough from another to
justify having its own Wikipedia for example, which is the point which may
require clarification for Dari.
The 'rules' to create a project in the Incubator are less restrictive,
basically all it needs is for the language to be real, so having its own ISO
code is mainly only what it takes. However, that doesn't mean it is
'eligible' for its own sub domain.
Hopefully, that brings you the pieces you were missing,

Hoi,
My point is, without the eligibility there is no certainty that a
project will eventually be accepted. I indicated earlier that Dari will need
consideration. Consequently just making the request brings clarity.
Thanks,
Gerard
