Probably yes. If you have the files on your hard disk, why don't you just upload them to whatever domain on your own and ask it to be allowed for GWT? For instance tools.wmflabs.org (or even dropbox if we're really desperate).

Thanks for your suggestion of upload from hard disk to tools.wmflabs.org (although not yet clear to me, and would this upload from hard disk be allowed there, apart from subsequent upload to Commons?).
Uploads from Amazon s3 or Dropbox to Commons with GWT were not allowed a few months ago by sysops, when i had to upload 2000 images from the Peace Palace Library.

based on this domain whitelist request, https://bugzilla.wikimedia.org/show_bug.cgi?id=67344, it looks like one option is to create an amazon s3 bucket for the images. i have never created one, but here’s some documentation that may help in the future:

i see that:
mochila_images.s3.amazonaws.com currently has access denied mochila_images2.s3.amazonaws.com currently does not exist
shall we remove them from the domain whitelist or leave them? - at the moment, in the whitelist code they are marked as temporary

Yes, it worked!

We are planning to upload more images before the end of the year from these domains, so please do not remove it.

Putting the images on tools.wmflabs.org makes a lot of sense. It's a domain that is hosted by the WMF, only accepts stuff from Wikimedia volunteers, and we have some control over it, meaning that we don't have a problem with links that might go 404 (at least we can do redirects if that ever happens).
I don't know about capacity though.
