The Commons language policy can be found at < http://commons.wikimedia.org/wiki/Commons:Language_policy%3E. To put any language in an artwork or information template, you just add a template around the text like {{en|1=<your text>}} for english or {{zh|1=<your text>}} for chinese. The language templates are listed with more explanation at <http://commons.wikimedia.org/wiki/Commons:Language_templates
As an example, here's one in a mass upload of mine from the World Digital Library < http://commons.wikimedia.org/wiki/File:A_Comprehensive_Calendar_Arranged_by_...
it displays in 7 languages, you should be able to toggle between them
unless your settings are to display all languages at the same time.
