I think, Joan, there's a misunderstanding here about what does *fund raising
* mean. If it has to do with *raising funds*, in the general sense, I agree
with you. However, in case we are talking about the global
*fundraising*campaign, then the general agreement, even within this MR
working group, is
that it is restricted to WMF and those Wikimedia chapters able to
participate, mostly because partner organizations or whatever Wikimedian
association different from a chapter won't necessarily be subject to the
territory of a certain state (be it national or subnational) as chapters
are.
I think Béria understands your edits in the second sense, and you intend to
mean the former: that Amical, for instance, is able to raise funds.
Rewording that may avoid the edit war, IMHO.

It seems to me crystal clear that any organization working in the real
world has the role and the need of fund raising no mater if it is a chapter
or not.
But it seems that I am unable to explain it. It seems that Beria believes
that the only way to raise funds is signing an agreement with WMF.
