Daily dump generator did not create any dumps during last two days. Directories: http://dumps.wikimedia.org/other/incr/wikidatawiki/20150930/ http://dumps.wikimedia.org/other/incr/wikidatawiki/20151001/ do not contain any dumps. Is it known issue?

This month we won't have a second run because the servers that produce the dumps are being upgraded to Ubuntu trusty and to use HHVM instead of php. We'll be back on schedule for October 1 though.

No, that comment has got nothing to do with the add/change dumps. That comment is only relevant for the full database dumps.
It seems to me that the script for generating the actual add/change dumps did not run at all on September 30, so nope, this was not a known issue.
If this persists, please do create a task in Phabricator under #Dumps-Generation.

Seeing how it's October 2 and no dumps are running, I don't think you'll be back on schedule for October 1. When invoking the "Scotty Principle" of engineering, one doesn't give an estimate back in time. :)

So, my estimate was given the on the 30th; indeed we could have run yesterday but I held off one day to see if we would have backports of the hhvm bug tested. Not yet. So I'll be starting the run today.
As for the addschanges dumps, I'm rerunning the missing days right now. I had updated the code for the migration to trusty and forgot to actually deploy it! Tonight you'll see the new run happening on schedule.
