No, that comment has got nothing to do with the add/change dumps. That comment is only
relevant for the full database dumps.
It seems to me that the script for generating the actual add/change dumps did not run at
all on September 30, so nope, this was not a known issue.
If this persists, please do create a task in Phabricator under #Dumps-Generation.

This month we won't have a second run because the servers that produce the dumps are
being upgraded to Ubuntu trusty and to use HHVM instead of php. We'll be back on
schedule for October 1 though.
