For the first question, and based on https://meta.wikimedia.org/wiki/Wikimedian_in_residence, I'm 90 % sure there was no residency in the Caribbean so far. So it would indeed be a first.
PS: I think I remember that there was someone from Aruba at the GLAM wiki conference back in 2018 in Tel Aviv, nice to see things moving forward.
