once upon a time, new york times's website was also banned in china,until
the editor of new york times get a chance to complain directly to the
president of china--jiang zemin.from then on, the website of new york times
is never banned.i think you need to find a way to talk to the current
president of china--hu jintao,and get a promise from him that wiki won't be
banned again.
lots of celebrities are also fan of wiki,you can have them give lectures
about this accident in some very formal occasions,for example,li kaifu,the
hotcake between microsoft and google,if he talk about this in tsinghua
university's lectures,the government will be embarrassed and make some
recessions.

Chinese wikipedia (zh.wikipedia) admins can't block vandalic users from Oct.
18, 2005. Please compare http://zh.wikipedia.org/wiki/Special:Ipblocklist
and http://zh.wikipedia.org/w/index.php?title=Special%3ALog&type=block for
more details.
As you see in the Ipblocklist, the last user successful blocked useing a
very long ID, after the upgrade of the MediaWiki system, the user name was
truncated. That's maybe why this list doesn't work any more. So, could any
developer fix the problem? Or, if it's a bug, please fix it in the next
upgrade.
