“记者无国界”组织的新闻稿说，从10月18号开始，中国大陆的互联网用户无法登陆“维基百科”的中文网站。维基百科是一个自由、免费、内容开放的百科全书协作计划，任何人都可以编辑和使用其内容。维基百科现在全球有200种语言的版本。以条目数量计算，中文版本排名第11，目前有4万多条，成员达到3万多人。在成都大学执教的王怡是个网络作家，办有自己的网站和博克，他也是“维基百科”中文网站的使用者。记者特地打电话给他请他上网证实是否能登陆维基百科，他试过之后说：（录音）
这次已经不是维基百科第一次被封。去年也被临时封过两次。中国政府为什么要封杀一个百科全书的网站呢？记者无国界互联网项目的负责人朱连－佩恩说, 这可能和网站上出现敏感的政治内容有关

“当维基百科发表有关西藏独立或是天安门事件的文章后，中国政府就会关闭网站。维基百科是个自由的百科全书，任何人都可以撰写和编辑条目。那么有些文章的观点是和中国政府的观点不相符的，于是政府就感到很难堪。”
在美国打开维基百科中文网站毫无问题。在上面记者找到有关法轮功、西藏独立、六四天安门事件这些敏感话题的条目。
记者无国界的朱连－佩恩在接受本台专访时还提到，就在维基百科被封的第二天，中国政府首次发表了《中国的民主政治建设》白皮书。他说，一个不允许民众拥有言论自由的政府，没有资格谈民主。王怡也对中国政府的话语霸权深感不满：（录音）
据王怡说，最近他个人的博客和他办的网站“宪政天道论坛”也被封了。据记者了解，自从中国政府9月份颁布《互联网新闻信息管理规定》之后，已经有多家网站被封，包括舆论监督网、燕南网等等。朱连－佩恩和王怡都认为，现在中国互联网的自由度比前几年有明显的倒退。 王怡说：（录音）
对互联网上言论的收紧是中国政府收紧意识形态大政策的一部分。自从胡锦涛担任中国领导人以来，无论是传统媒体还是互联网，都遭到不同程度的打压。记者无国界19号公布的2005年度全球新闻自由指数排名表上，160多个国家中，中国排名倒数第九。

Another confirmation from a friend at a college campus in Guangdong:
Wikipedia has always been reachable from home. I just tried the main
English language site, as well as the WTO entry in English and the
Chinese language site, and none of them are coming through. The
computer opens up a browser window and searches, and I get the message
"Connecting to (the site)" and then a few minutes later I get the
message "Operation timed out while trying to reach (the site)." I'll
try again from the office today, as well as a little later in the day
from my home, and I'll let you know if I get anything different.
