“记者无国界”组织的新闻稿说,从10月18号开始,中国大陆的互联网用户无法登陆“维基百科”的中文网站。维基百科是一个自由、免费、内容开放的百科全书协作计划,任何人都可以编辑和使用其内容。维基百科现在全球有200种语言的版本。以条目数量计算,中文版本排名第11,目前有4万多条,成员达到3万多人。在成都大学执教的王怡是个网络作家,办有自己的网站和博克,他也是“维基百科”中文网站的使用者。记者特地打电话给他请他上网证实是否能登陆维基百科,他试过之后说:(录音)
这次已经不是维基百科第一次被封。去年也被临时封过两次。中国政府为什么要封杀一个百科全书的网站呢?记者无国界互联网项目的负责人朱连-佩恩说, 这可能和网站上出现敏感的政治内容有关

在美国打开维基百科中文网站毫无问题。在上面记者找到有关法轮功、西藏独立、六四天安门事件这些敏感话题的条目。
记者无国界的朱连-佩恩在接受本台专访时还提到,就在维基百科被封的第二天,中国政府首次发表了《中国的民主政治建设》白皮书。他说,一个不允许民众拥有言论自由的政府,没有资格谈民主。王怡也对中国政府的话语霸权深感不满:(录音)

Another confirmation from a friend at a college campus in Guangdong:
Wikipedia has always been reachable from home. I just tried the main
English language site, as well as the WTO entry in English and the
Chinese language site, and none of them are coming through. The
computer opens up a browser window and searches, and I get the message
"Connecting to (the site)" and then a few minutes later I get the
message "Operation timed out while trying to reach (the site)." I'll
try again from the office today, as well as a little later in the day
from my home, and I'll let you know if I get anything different.
